Hargeisa (Hornpost.net / .com) the meeting of the Council of Ministers of the Republic of Somaliland chaired by the President of the Republic of Somaliland Mr. Abdirahman Mohamed Abdilahi (Irro) was held today at the Presidential Palace of Somaliland and many issues that are important to the nation of Somaliland were discussed at the moment:
(1) A general report related to the country’s security situation was informed by the Minister of the Ministry of Interior and Security, who told the Assembly that the overall security of the country is secure, except for the daily crimes that occur in the community and traffic accidents. The Minister told the Assembly that as a nation it is necessary for us to pay close attention to the impact of the instability in the Red Sea and the conflict between the Great Powers, although it now seems that a lasting solution will be reached.
(2) The Minister of State for the Ministry of Finance and Economic Development gave the Council a general report related to the way the Ministry is increasing the basis (Tax base) of various Internal Taxes (Inland Revenue) with the Ministry using the Technology systems. Also, the Minister of State said that the implementation of the Services and Products Tax (GST) is going smoothly, with special emphasis on the Electricity and Transport Services Companies. Finally, the Minister of State informed the Assembly and reminded that the Ministries listed in the National Income Estimates should increase the filing of the written Income.
(3) The Minister of Health Development of the Republic of Somaliland, Dr Hussein Bashir Hersi, gave the Council of Ministers a general report on the health situation in the country. The Minister said that he held meetings with a delegation from the British Government Development Office together with officials from the British Government Office in Somaliland, the delegation and the Ministry discussed the progress of health projects supported by the British Government in the Republic of Somaliland. Especially the Project (Better-Lives) which supports 40 Health Centers from the Ministry of Health Development. A new project related to the impact of climate change on public health was also discussed.
(4) The Deputy Minister of Animal Husbandry, the Minister of Planning, the Minister of Water and the Deputy Minister of Resettlement and Humanitarian Affairs of Somaliland all spoke in detail about drought, water scarcity, desertification /forage for livestock and the nation that there is a need for mutual aid and assistance to deal with the drought conditions and it is feared that they will become more difficult day by day.
The Ministers shared with the Assembly the areas most affected by the drought, mostly in the Eastern Regions, the technical measures that need to be taken to respond to the effects of the drought. The ministers said that they have sent various calls to the international organizations, the UN and donor countries, but there is a need to coordinate the drought relief systematically.
(5) The Minister of the Ministry of Parliamentary Relations and the Constitution shared with the Assembly a brief report related to a brief study conducted by the Ministry on the Constitution of the Republic of Somaliland, especially the Articles mentioned in “LAW DEFINES” or “LAW REGULATES”. The Minister gave an in-depth report that it is necessary to make significant reforms in the Constitution of the Republic of Somaliland so that the Constitution and the resulting Laws can be in line with the needs of the Republic of Somaliland and the changes in the lives of our society.
(6) The Minister of State for the Ministry of Education, Education and Science has given significant information about the Literacy Assessment Project for Middle School Students, which has been reopened in order to improve and improve their Curriculum. The Minister of State told the Assembly that the Ministry is committed to improving, encouraging and improving the reading, writing, intelligence, and knowledge of our children in Primary-Middle Schools in all regions of the country. The minister said that this action is based on the vision of the great change that the Joint Government and Action intends to make in Education in our country, at any level.
(7) The Minister of Justice of the Republic of Somaliland Yonis Ahmed Yonis shared with the Assembly the ways to promote the Civil and Political Rights of Somaliland citizens according to the National Constitution of the Republic of Somaliland. Therefore, in order to promote the civil and political rights of Somaliland citizens, which the Constitution has established, the Minister of Justice has proposed:
* To reform the Laws and Regulations of the country,
* To secure and strengthen the independence of the country’s judiciary,
* To improve Marrin-finding Justice,
* To maintain and promote Civic Education,
* To have full cooperation with Civil Society,
These measures, given by the Minister of Justice, are intended to create an inclusive, transparent, and fully protect the civil and political rights of all citizens of Somaliland.
(8) The Minister of Aviation and Airport Development who is part of the Committee of Ministers tasked with preparing the Government’s Performance in the first 100 days of the Government’s term,
the Council of Ministers presented to the Council of Ministers the book on the activities of the government in the past 100 days, these activities in accordance with the Political Program of the National Party and the promises of the President consisted of 5 pillars:
- Defense and Protection of Sovereignty.
2.Good governance and judicial reform.
3.Economic Development.
4.Development of Social Issues
5.Foreign Relations and International Cooperation.
The Minister of Aviation gave details and explanations to the Council on how the community will be presented with the Government’s performance in the first 100 days of the Government’s term.
(9) Finally, the President of the Republic of Somaliland shared with the Assembly general information related to the efforts of peace and nationalization of the Civilian Forces which are going well, and he praised the Vice President of the Republic of Somaliland and the delegation of Ministers. leading. In the same way, the President shared with the Assembly that the census and registration of the various national forces in all the regions of the country is going well, and the activities are going on as planned by the government.
