Hargeisa (Hornpost) The Chairman of the Somaliland Civil Service Commission, Mr. Abdirizak Hirsi Warsame, today officially inaugurated the Review Meeting of the Civil Service Commission’s Plan for the First Half (January – June) of the Year 2025.
The meeting was attended by the Deputy Chairman of the Commission, senior members of the Civil Service Commission, the Director General, all departmental directors of the Commission, and heads of various offices.
During the session, a detailed report was presented, covering completed tasks, ongoing activities, and planned initiatives for the remainder of the year, encountered challenges, lessons learned, and recommendations on how to overcome these obstacles and accelerate the Commission’s work. The report indicated that, on average, 80% of the tasks planned for the first half of the year had been completed.
The meeting also discussed key programs planned by the Civil Service Commission, including:
The four-year strategic plan (2026–2029)
The program to harmonize organizational structures and job descriptions across ministries and agencies
The completion of government employees’ personnel records, in both hard and soft copy formats
The implementation of a modern attendance system for government staff (cloud-based fingerprinting system)
The establishment of regional Government Service Citizen Access Points
Finalization of regulations related to the Civil Service Law
Review of the regulation on long-term leave for government employees
Completion of tasks related to the Commission’s work with the Pension Agency
Strengthening and monitoring of working hours and regional/district-level supervision
The Chairman commended the departments for their efforts and encouraged them to continue working together to improve the quality of public service and government workforce development.
