University of Hargeisa Launches Academic Ranking Policy for University Lecturers, A historic step towards improving quality

“A historic step towards improving quality and motivating higher education lecturers in Somaliland”

Hargeisa (Hornpost) A well-organized ceremony was held today, July 19, 2025, at the University of Hargeisa’s Research Hall, where the academic ranking policy for the university’s lecturers was officially launched. The event was attended by government officials, members of the University’s Board of Trustees and Senate, civil society organizations, and affiliated academic institutions.

The ceremony was opened by the Minister of Education of Somaliland, who emphasized the importance of having a formal system to categorize university lecturers based on their knowledge, academic ability, and societal impact. He stated that this new system gives special priority to improving quality and personal development among university faculty.

Following the opening, a detailed presentation of the new policy was delivered by the Chairperson of the Committee that developed the policy, who outlined the stages of the policy’s preparation, the process followed, and its alignment with international standards for academic ranking.

Mr. Khalid Ahmed Abdi, who presented the policy explanation, noted that the policy involves the creation of independent committees to ensure transparency and fairness in decision-making.

Lecturer Abdisamad Mohamed, representing the faculty of the University of Hargeisa, also spoke at the event. He highlighted the significance of this step for lecturers, especially those who actively develop their academic skills and positively influence the community. He described the policy as an opportunity for lecturers to gain official recognition aligned with their efforts.

Vice Presidents of the University, Dr. Abdirashid Ismail and Dr. Fuad Obsiiye, elaborated on the key aspects the policy aims to strengthen, including enhancing education quality, promoting research, increasing community engagement, and motivating high-performing lecturers. They also emphasized that the system will foster healthy competition and sustainable growth based on real performance.

The President of the University of Hargeisa, Dr. Mohamed Ahmed Sulub, delivered a keynote speech, stating that the policy aligns with the university’s broader vision and mission to become a leading academic institution for both the country and the region. He noted that the policy encourages research, raises the quality of education, and fosters competition in community service.

Dr. Saad Ali Shire, Chairperson of the University’s Board of Trustees, commended the committee that developed the policy, describing it as a sign of real transformation underway at the University of Hargeisa, in line with the national need for quality systems to improve higher education.

The event was officially concluded by the Chairperson of Somaliland’s Higher Education Commission, who reiterated the pivotal role of the University of Hargeisa in leading educational quality policies. He stated that the progress witnessed today is clear evidence of the university’s steady growth.

The launch of this academic ranking policy for lecturers at the University of Hargeisa marks a new benchmark that promotes the development of higher education in the country.

It is a formal step through which the university demonstrates visible leadership, while encouraging performance, research, and quality public service.
