Hargeisa (Hornpost) For the first time, Somaliland is set to establish a legal framework for cooperation between the government and the private sector, known as the Public-Private Partnership (PPP) law.
The 33rd session of the Council of Ministers of the Republic of Somaliland, chaired by the President of the Republic of Somaliland, H.E. Abdirahman Mohamed Abdillahi (Cirro), was held today at the Presidential Palace.
Among the key points discussed during today’s meeting was the introduction of the PPP law – a groundbreaking move for Somaliland. The draft law was prepared by the Minister of Investment and Industrial Development, Hon. Saeed Mohamed Burale.
The law, which was thoroughly debated in last week’s Cabinet meeting, was today further elaborated upon by the Attorney General of the government, Hon. Ali Bashae Mohamed, alongside the Minister of Investment and Industrial Development, Hon. Saeed Mohamed Burale.
Minister Burale gave an in-depth briefing on the benefits of the Public-Private Partnership (PPP) system for investment and economic growth in the country. He emphasized the following key advantages of the PPP framework:
Development of economic infrastructure
Improvement and enhancement of public services
Boosting both domestic and foreign investment
Creation of employment and economic growth
Strengthening investor and business confidence
President Abdirahman Cirro put the proposed law to a vote, and it was unanimously approved through a show of hands by the Cabinet members.
The Ministry of Investment and Industrial Development of Republic of Somaliland has recently succeeded in drafting several important economic and investment-related laws. Among these is the Industrial Law, which is being implemented for the first time. In addition, amendments and updates are underway for the existing Investment Law of Somaliland.
During the same Council of Ministers meeting, President Cirro also received reports on security, the economy, and drought conditions, presented by the Ministers of Interior and Security, Finance, and Planning.
