Somaliland cabinet Approves Legal Aid Service Act, discussed Security, Economy, and Drought Relief Progress in 30th Cabinet Session.

Hargeisa (Hornpost) – The 30th session of the Cabinet of the Republic of Somaliland was held today at the Presidential Palace, chaired by His Excellency President Abdirahman Mohamed Abdilahi (Cirro), accompanied by the Vice President, His Excellency Mohamed Ali Aw Abdil.
Agenda items discussed during the 30th session included:

Report on the Security Situation of the Country:
Presented by the Minister of Interior and Security, Hon. Abdalle Mohamed Arab. The Minister stated that security across the country is stable in all respects, highlighting political stability in the six regions. He noted that the main security concerns remain petty crimes within communities and frequent traffic accidents, which are the leading cause of death in the country.

Report on Economy, Finance, and Revenue:
Presented by the Deputy Minister of Finance and Economic Development, Hon. Ismail Mawlid Abdillahi. The Deputy Minister informed the Cabinet that revenue collection is progressing as planned, with strengthened efforts on domestic taxation. He also shared that the Financial Management Information System (FMIS) has been successfully implemented across ministries, government agencies, revenue-generating entities, and local governments. Furthermore, preparations for the 2026 national budget and all related items under the Financial Management Act (Law No. 75/2016) are proceeding smoothly.

Report of the Drought Relief Committee:
Presented by the Vice President, who also chairs the Drought Relief Committee, Hon. Mohamed Ali Aw Abdil. He stated that government-led drought relief efforts are progressing well. Recent rains in parts of the western regions have somewhat alleviated water scarcity, though food shortages persist. He further reported that many eastern regions continue to suffer from water shortages requiring urgent intervention.
Report on Government Systems and Strengthening E-Government:
Presented by the Minister of Communication and Technology, Hon. Jamaal Mohamed Jamaal. He explained that the ministry has developed a plan to reform government systems and held meetings with ministries managing these systems.

The Minister also shared that: Experts specialized in government technology have been appointed.
Tools to assess ministry needs and gather official data have been created.
Efforts are underway to improve the impact of existing systems in ministries.
Measures to enhance system security and ensure ministry control over their systems are being implemented.
He also announced the upcoming construction of the Somaliland National Data Center, which will begin this year.

Report from the Ministry of Health:

Presented by the Minister of Health Development, Dr. Hussein Bashir Hirsi. He emphasized that traffic accidents, particularly involving water trucks, remain the leading cause of death in Somaliland. The Minister noted the heavy burden this places on the health sector and called for a national plan to address this issue.

Report from the Ministry of Civil Aviation and Airport Development:
Presented by Minister Fu’ad Ahmed Nuux. The Minister provided an in-depth report on the ministry’s achievements in the first six months of 2025, including:
Restructuring administrative frameworks, laws, and policies.
Strengthening the Air Traffic Management Department.
Completion of Terminal 2 at Hargeisa Airport, soon to be inaugurated.
Training programs for ministry and airport staff.
Renovation and equipment upgrades of ministry and airport facilities.
Enhancement of staff allowances.
Finalization of the redesign and reconstruction plan for Hargeisa International Airport.
Finally, the Minister stated that Somaliland’s position on airspace sovereignty has been shared with the International Civil Aviation Organization (ICAO), the UN Political Office, the African Union, the European Union, and the International Air Transport Association (IATA), affirming Somaliland’s full authority over its airspace.

the Minister of Justice, Honorable Yunis Ahmed Yunis highlighted the Act establishes a formal framework for delivering legal aid services through designated institutions and sets out clear guidelines on eligibility, scope, and administration of these services.
the Minister of Justice stated that this milestone reflects Somaliland’s ongoing efforts to strengthen the rule of law, protect human rights, and improve the overall legal infrastructure to support citizens in need of legal representation and advice.
After thorough deliberation and extensive discussion among Cabinet members, the Act was unanimously approved, signaling the government’s strong commitment to promoting fairness and equality within the judicial system.
