Hargeisa (Hornpost)The meeting of the Council of Ministers of the Republic of Somaliland chaired by the President of the Republic of Somaliland Mr. Abdirahman Mohamed Abdilahi (Irro), accompanied by the Vice President of JSL Mr. Mohamed Ali Aw Abdi was held today at the Somaliland Presidential Palace.

This session was widely discussed in the commemoration and celebration of May 18, which is the day of the return of nationalism and independence of the Republic of Somaliland, in the country and around the world.

Also, the meeting of the Council of Ministers was underlined that May 18 is marked as the Day of Collective Feelings of Unity and Solidarity of the Valuable People of the Republic of Somaliland, both inside and outside.

The agenda of the 20th session of the meeting of the Council of Ministers of the Republic of Somaliland included:

1) Security and stability of the country:

The Council of Ministers of the Republic of Somaliland listened to a general report on the security situation of the country from the Minister of Interior and Security Mr. Abdallah Mohamed Arab. The Minister told the Assembly that the overall security of the country is secure, except for the daily crimes that occur in the community and traffic accidents that cause the most deaths and injuries.

  1. The Economic Situation of the Country:

The Minister of Finance and Economic Development Mr. Abdillahi Hassan Adan gave the Assembly a general report on the economic conditions of the country and the process of collecting taxes in general, especially the collection of GST taxes. The minister said that growth

3) Nationalization of Civilian Forces, Peacekeeping El-Afweyn and Modern Registration of Forces:

The Minister of Defense, Mr. Mohamed Yusuf Ali (who was part of the delegation led by the Vice President of the Republic of Somaliland) gave an adequate report to the Council of Ministers of Somaliland on the various stages they went through, namely: the nationalization of the Civilian Forces, Peacekeeping El-Afweyn and Modern Military Registration; these issues were really important to the nation of the Republic of Somaliland.

The minister said that there were significant challenges that faced him, and these activities required courage and bravery. The minister said, in addition to the help of Allah SWT, that the President of the Republic of Somaliland was always standing by his side with a strong decision and everything to implement these activities.

4) Measles Pain:

The Minister of Health Development Mr. Dr. Hussein Bashir Hirsi gave the Council of Ministers a general report on the outbreak of measles in some regions of the country. The minister said that the Ministry is putting a lot of effort and effort into controlling the measles disease. He said that the Ministry is starting to raise public awareness and increase vaccination among children under the age of 5.

5) Work Trip Report in the United Arab Emirates

The Minister of Investment and Industrial Development, Mr. Saeed Mohamud Burale, informed the Council of Ministers about a business trip that he and his team went to the United Arab Emirates, especially Dubai, after an official invitation to the International Company. 6) May 18th Commemoration Preparedness Report:

The Minister of the Ministry of the Presidency of the Republic of Somaliland Mr. Khadar Hussein Abdi gave the Assembly a report related to the process of preparation for the commemoration of the Day of Return of Nationalism and Independence of the Republic of Somaliland.

The Minister shared with the Assembly the guidelines and protocols planned for this year’s National Day Commemoration. The minister said that this year the Ministry of Education has an important role in the preparation of May 18, making the students of the country’s schools aware of the commemoration of May 18.

7) Decentralization System:

The Council of Ministers of the Republic of Somaliland discussed again in the 20th Session the System of Decentralization (decentralization) of the Regions and Districts of the country, especially: 1) Political Decentralization; 2) Decentralization of Administration; and 3) Budget Decentralization.

The discussion of the Council of Ministers all underlined that decentralization enables decision-making at the local level, and strengthens accountability and monitoring in the provision of appropriate social services.

In conclusion, the President of the Republic of Somaliland, Mr. Abdirahman Mohamed Abdilahi (Irro), in the discussion of the Council of Ministers in the 19th and 20th sessions, instructed the Council that the issue of decentralization needs to be referred to a Committee consisting of the Council of Ministers and experts with knowledge on this topic, based on the instructions of the National Constitution.
