The Vice President of Somaliland briefed the President and Ministers on his visit to nationalize the civil forces and bring peace to Elafweyn district for 70 days.

Hargeisa (Hornpost) The 19th session of the Cabinet of Ministers of the Republic of Somaliland chaired by the President of the Republic of Somaliland Mr. Abdirahman Mohamed Abdilahi (Irro), accompanied by the Vice President of the Republic of Somaliland Mr. Mohamed Ali Aw Abdi held today at the Somaliland Presidential Palace.

It is worth noting that the President of the Republic of Somaliland welcomed the Vice President of the Republic of Somaliland wholeheartedly to the Presidency. After that, the President and the Vice President jointly entered the meeting room of the Council of Ministers, where the Ministers received the Vice President with applause (Standing Ovation).

The points discussed at the 19th session of the Council of Ministers meeting were many important issues for the nation of Somaliland, today’s points included:

  1. Information of the Vice President:

The Vice President of the Republic of Somaliland, Mr. Mohamed Ali Aw Abdi (who was welcomed today in the capital of Hargeisa) informed the Council of Ministers in depth about his business trip that he and his delegation spent more than 70 days in the Eastern Regions of the country. The Vice President of the Republic of Somaliland gave a detailed report on the process and technology that he and his delegation went through in matters related to the nationalization of the Civilian Forces and the closure of the peace that ended the long-standing conflict in El-Afweyn District.

The Vice President of the Republic of Somaliland said that he and his delegation were helped by God (SXWT) to ensure that our nation achieves its legacy achievements, without anyone helping us or helping us with these enormous tasks. The Vice President of the Republic of Somaliland underlined that the real decision-making and brave attack led by the President of the Nation made it possible for us to nationalize a large number of civil forces, and peace, consensus and a lasting solution to the long-standing conflict in El-Afweyn District.

The Vice President of the Republic of Somaliland thanked the members of his delegation (Ministers and the Commander of the National Army) who were among the government officials who have been helping the Vice President for a long time in matters of peace and nationalization of the Civilian Forces.

Finally, the Vice-President of the Republic of Somaliland expressed his gratitude to Somaliland traditional elders, intellectuals, and women and youth from El-Afweyn District and the areas where the Civilian Forces were nationalized, without which it would not have been possible. We have done these great tasks as a nation.

  1. Decentralization System:

The Council of Ministers of the Republic of Somaliland today had a long discussion on the System of Government Decentralization (decentralization) in the Regions and Districts of the country, especially: a) Political Decentralization; b) Decentralization of Administration; and c) Budget Decentralization.

Decentralization is a system that makes it easier for the government (middle and lower) and the citizens to come closer together. On the other hand, it makes it possible to better plan and improve the provision of services necessary for the life and development of society.

Decentralization enables decision-making at the local level, strengthening accountability and monitoring the provision of appropriate social services.  Also, Decentralization enables economic growth by enabling local authorities to expand the tax base (tax base) and invest in social priorities at the local level. The debate of the Council of Ministers on decentralization is scheduled to continue in the next sessions of the Council.

  1. Preparations for May 18th Commemoration:

The Minister of the Ministry of the Presidency, who is one of the Organizing Committee for the commemoration of May 18, has warned the Council of Ministers that the Ministries and Government Agencies should work to decorate their Centers with the National Flag and Symbols.

Also, the Minister of the Ministry of the Presidency told the Assembly that there is a need for the Ministers to go back to the community and participate in the ceremonies and gatherings that are taking place in the major cities of the country, which are preparing for the commemoration of the Day of Re- The return of the Nationality of the Republic of Somaliland on May 18.
