PRESS RELEASE, 6-7 May 2025, MOGADISHU
- Introduction
The meeting of the National Consultative Council (GWQ) chaired by the President of the Federal Republic of Somalia Mr. Dr. Hassan Sheikh Mohamud was arrested in Mogadishu on October 6-7 May 2025. The meeting, which is part of the consultation meetings called by the President of the Federal Republic of Somalia, was attended by the Prime Minister of the Federal Republic of Somalia, Mr. Hamza Abdi Barre, the Prime Minister of K/Deputy of the XJFS, Mr. Salah Ahmed Jama, the President of the South West, Mr. Abdazis Hassan Mohamed. (Lafta-gareen), the President of Galmudug Mr. Ahmed Abdi Kariye (Qor-Qor), the President of Hirshabelle Mr. Ali Abdullahi Hussein (Ali Guudlawe), The Governor of Banadir Region and the Mayor of Mogadishu Mr. Mohamed Ahmed Amir and the Leader of the SSC-Khatumo Regional Government Mr. Abdiqadir Ahmed Aw-Ali.

The National Consultative Council heard detailed reports:
- The National Security Adviser informed the council about the situation of the war against terrorism and the plan to clean up the areas where they have been causing instability recently.
- The Chairman of the Electoral Commission informed in detail about the process of voter registration, and the general preparations that have started in Banadir Region.
- Compliments:
- The National Consultative Council congratulated the heroes of the national army and the social defense forces for their achievements in the fight against terrorism, and also praised the way the federal government handled the structure and work of the African Union Mission in AUSSOM.
- The council also praised the smooth running of the public registration activities that started in Banadir Region. He encouraged them to reach the regions of the country.
- Conference Decisions
The National Consultative Council analyzed in depth the security, political, and humanitarian situation in the country, and agreed on the following points:
- The council agreed that it is necessary to participate in the fight against terrorism and support the national forces.
- The council emphasized that it is necessary to respect the constitutional institutions of the country which is the basis of the process
The government that the Somali people are aiming for is based on the country’s constitution.
- The council agreed that the regional governments should work with the electoral commission to speed up and broadcast public registration in order to implement free and fair elections.
- The council welcomed the multi-party process in the country, and congratulated the registered parties, and also called on all political interest groups to register political organizations that represent their ideas.
- The National Consultative Council, based on the president’s call on Eid (29 March 2025), agreed that the Federal Government and the State Governments should speed up the consultation of politicians and intellectuals of the country to unite in the fight against terrorism, democratization and re- building the country.
- GWQ agreed that the Ministry of Interior, Federal and Reconciliation should provide advice and proposals on the situation of the Jubaland Regional Government in accordance with the constitution and other laws of the country, in order to have a legal regional government system.
- The council recognized that SSC-Khatumo is a member of the member states of the DFS, and the scheduled congress will be completed in accordance with the country’s constitution.
- The council suggested to the federal government that the Ministry of Interior, Federal and Reconciliation and SSC-Khatumo cooperate in holding the conference and completing the SSC-Khatumo.
- The council agreed that the DFS and the regional governments should work closely together in the difficult humanitarian conditions caused by climate change and terrorist wars to overcome the difficult circumstances in which the Somali people live.
- The council praised the Federal Government of Somalia for completing the National Change Plan, and called on all the international community, investors and businessmen to give priority to national development projects to change economic growth, job creation and attract international investment.
